Neck Tilt Question

I have a Fender 24 QMT that is a nice bass, but a PITA to set up.

Specifically when I get the neck relief and action set where I want it, it plays decent up to about the 10th-12th fret or so. When I go much higher it's string buzz all over the place. So I end up having to set the action astronomically high which makes it a beast to play.

I have the relief set so that it's 0.019" at the 8th fret with the first fret capo'ed and the string fretted at the 15th fret.

Would adding a shim at the very end of the neck heel, thus reducing the neck angle (making it flatter to the body) be the way to go to reduce the string buzzing at the upper frets and allowing me to set my action where I'd like it without all the buzzing.

For lowest action
I've always set the neck relief as straight as possible
and when shimming
make sure the shim gets placed between the four screws,
not at the end of the neck,
to prevent the "ski jump" effect.

when doing a set up on it for Nick's school-

You'd have to add the shim up at the headstock end of the pocket. Use a really thin one to start though. You'll be able to bring your relief down but if your shim is too thick, the strings will be high up at the body end.
